The card dollar (dólar tarjeta, also "tourist dollar") is what an Argentine pays per dollar when using a local credit or debit card abroad, or for foreign services bought from Argentina (streaming, flights, online shopping). It is the official rate plus the tax withholdings in force; with today's numbers the surcharge is 30%.
The withholding is an advance on income and wealth tax: registered taxpayers deduct it in their return, and everyone else can claim it back from the tax agency. So it is not a lost tax for all, but it is an advance that many never recover.
Note that this rate applies to Argentine cards used abroad. A foreign card used in Argentina is settled at a rate near the MEP dollar, which is a very different number.
