The contado con liquidación (CCL, or "cable dollar") is the sibling of the MEP: buy an asset in pesos (a bond such as the AL30, or a share also listed in New York) and sell it for dollars, but this time the dollars settle in an account abroad. It is the legal way to move dollars out of Argentina without touching the official market.
It is used mostly by companies and investors who need dollars outside the country. Its price usually sits a few pesos above the MEP; the difference is the "canje", the cost of moving dollars from a local account to a foreign one.
Like the MEP it moves during the trading session and reflects what the market thinks of the peso without official intervention. Economists therefore treat it as the most representative "free" exchange rate, more so than the blue, which is a small cash market.
Western Union follows the CCL. Remittances paid out by Western Union in Argentina are converted at a rate that tracks the CCL with a lag: when the CCL rises (more pesos per dollar, in the receiver's favour) Western Union takes about two days to catch up; when it falls, it adjusts within 12 to 24 hours.
