The MEP dollar (Mercado Electrónico de Pagos), also called the stock-market dollar (dólar bolsa), is the dollar obtained by buying a bond with pesos and selling its dollar-denominated version. The AL30 bond is the workhorse: buy AL30 with pesos, sell AL30D for dollars, and the ratio between the two prices is the rate shown here.
It is legal and fully banked: the trade runs through a broker or through several banks' apps, and the dollars stay in your Argentine account. That makes it the route for anyone with declared pesos who wants dollars without a quota. Mind the broker's fees and, depending on the rules in force, a minimum holding period for the bond ("parking") before it can be sold.
The MEP moves during the trading session, 11:00 to 17:00 Buenos Aires time, and usually sits close to the blue: a few pesos below when supply is ample, above when the blue lags. Its sibling is the CCL dollar: the same trade, with the dollars delivered abroad.
For a foreign visitor the MEP matters for a different reason: purchases made in Argentina with a foreign card are settled at an exchange rate tied to this quote, not to the official one.
