The official dollar is the price at which Argentine banks sell dollars over the counter and through home banking. Each bank sets its own, a few pesos apart, and Banco Nación's is the reference everyone quotes: that is the one shown here. Not to be confused with the wholesale dollar, the foreign-trade rate, which is lower.
Who may buy and how much depends on the central bank's rules at the time: there have been years with a 200-dollar monthly quota and tax surcharges (the "dólar ahorro"), and periods with no quota at all. Check the rule in force with your bank before trading; this page shows the price, not the conditions.
Taxes are added to the official rate for some uses. The most common case is card spending abroad, which pays the official rate plus a withholding: that final price is the card dollar.
The distance between the official and the blue rate is the exchange-rate gap, Argentina's thermometer of confidence in the peso: a widening gap means the market expects a devaluation; a narrowing one means the official and the free rate are converging.
